I've reset network settings and restored the iPad. What's left?

Hardware. Once software resets are exhausted, a persistent WiFi fault is a board-level candidate, and the diagnostic checks whether the module is present, powered and answering — that's usually a fast, clear answer.

Is this the same fault as no cellular signal on an iPhone?

Same category of fault — a radio circuit not communicating with the board — different module. iPads (Wi-Fi models) don't have a cellular baseband, so the WiFi/Bluetooth module is the one in question here.

Is a WiFi module repair always possible?

Not always — some faults sit in components that aren't economically repairable, and the written findings will say so plainly rather than attempt speculative work. The £35 diagnostic buys a straight answer either way.
