Ghost touches are opening apps on their own. Is that dangerous to leave?

Not dangerous, but worth sending in — the fault tends to worsen and can eventually make the iPad unusable. It's also a good idea to power it off if the ghost touches are triggering purchases or messages you don't want sent.

Is this always a digitiser replacement?

No — that's exactly why diagnosis comes first. Connector and controller faults are common causes of touch problems that a straight digitiser swap won't fix, and the assessment identifies which one you actually have.

Touch stopped after my screen was replaced elsewhere. Covered?
