What does BB PMIC mean?

It is a power-management chip associated with the baseband circuitry. In the published case it was shorted; the term is not a diagnosis that can be made from a black screen alone.

Is this the same service as iPhone 14 Pro no power?

Both use the £35 assessment process, but the Pro and Pro Max are different devices. Book the exact model so its hardware is assessed correctly.

Will replacing the whole board recover my photos?

A replacement board does not contain the files from the original board. If those files matter, choose Data recovery and explain the priority before work begins.
